Recently my townhouse association has been renovating our concrete parking pads. This was definitely needed because over the years many cracks have developed and are unsightly. The association is doing this project piece by piece and so far they results are great. Although any kind of construction noise can be irritating the debris and dust from the old concrete is minimal. I spoke to some of the guys working the other day and asked them how do the minimize the dust and debris because I worked in construction many years ago and they said they use high pressure water blasting when breaking up the concrete. I was surprised that water could be used in that way, but I am not complaining.
